Open the actions
Setup → AI assistant → open it → Tools & channels → Actions it can take. Add skill offers: Behavioral (instructions only), Action (built-in), Outbound integration (calls your API), Inbound integration (receives webhooks) and From a template.

Credentials
For outbound integrations, save the skill first and then add the encrypted credential headers.
